In this setup, two identical astable circuits are used, each with its own distinct frequency.

The first 555 timer IC utilizes a larger capacitor, resulting in a slower toggle rate for its output. Conversely, the second 555 timer IC employs a smaller capacitor, causing its output to toggle at a faster rate.

Regarding the LED arrangement, the red LEDs illuminate when the anode receives positive voltage and the cathode receives negative voltage, corresponding to the output of the first 555 timer IC being on while the output of the second 555 timer IC is off.

Similarly, the blue LEDs light up when the output of the first 555 timer IC is off and the output of the second 555 timer IC is on.
